Ensuring legal and policy implementation: The role of the Children’s Ombudsman

Establishment of the institution of ombudsman allows, on the one hand, to mitigate the consequences of the strengthening of executive power for citizens, to act as an additional means of protection of their rights, which is devoid of shortcomings inherent in judicial means, and, on the other hand, to strengthen parliamentary control over the administrative system as a whole.

Abstract

Most existing democratic countries have adopted the institution of the Ombudsman due to the objective need to protect human and civil rights and freedoms in the conditions of a modern state that extends legal regulation to all spheres of society, which strengthens the role and importance of the executive power and public administration in public life.
